Bureau of Immigration Commissioner Jaime Morente disclosed that 71-year-old Alfons Hermann Keittl was arrested last Thursday in Ozamis City, Misamis Occidental by operatives from the bureau’s fugitive search unit (FSU). Morente said Keittl’s deportation was sought by the German embassy in Manila which informed the Bureau of Immigration about an arrest warrant that a local court in the town of Landshut, Germany issued against the fugitive last July.

The Bureau of Immigration (BI) urged aspiring Overseas Filipino Workers (OFWs) to avoid human traffickers and illegal recruiters who would prey on their vulnerabilities, after the agency uncovered the recurrence a modus operandi of a syndicate that houses and trains its victims at safe houses before deployment abroad. Bureau of Immigration Commissioner Jaime Morente issued the reminder after two women were recently barred from leaving the country for misrepresenting their age and narrating their experience with the syndicate that recruited them. The women had alleged that they were kept by their handlers in a safehouse in Paco, Manila for two months before they were booked for their flights.

Education, has been often defined, “is any act or experience that has a formative effect on the mind, character or physical ability of an individual”. Education also is a process of educating or teaching and its only purpose is to teach a student how to live his life – by developing his mind and equipping him to deal with reality.

Integral in achieving the Command’s goal is the development of a Coast Guard wide management culture for all the Officers and personnel. And as the Philippines Coast Guard diligently performs its mandated tasks of ensuring safety, security and protecting the marine environment, it also has to maintain its competitiveness with other agencies as well as other institutions. Further, with the realization of the need for improving the student’s capabilities as well as the quality of instructors, a comprehensive analysis and hands-on alignment of educational practices across all levels and leadership of its personnel was developed.

Improving the PCG’s efficiency through education, training, structures, and system development is the key towards national and global competitiveness. This approach enables the organization to efficiently achieve its set of objectives.

Local Training. On the current courses, students are required meet the mandated proficiency mark set by the Coast Guard Education and Training Doctrine and Development Research Center (DDRC). It also contains the instructional practice being used and how those practices affect a student’s performance.

Realizing that this command needs some improvement particularly on special and technological aspect, as well as the educational trends in order to be globally competitive, there is a need to identify the best practices in instruction.

The PCG recently held a simultaneous convening for the various courses being conducted by the Command. Theses include, inter alia, The Coast Guard Officers Course Class(CGPC) 10 – 09, Candidate Coast Guardsman Course Class(CGMC) 18-09 abroad Coast Guard Training Facility, Lower Bicutan, Taguig City, the Basic Underwater Special Operation Course (BUSOC), K9 Handlers Course at Coast Guard Base Farola ,Maritime Security (MARSEC) at Coast Guard District Northern Luzon, Maritime Safety Administration (MARSAD) at CG District Western Visayas, Coast Guard Staff Course(CGSC) at CGETC, CG Base Farola, General Operation Technician Course(GOTC) at CGWCEISS, Mandaluyong City , Aids to Navigation Course(ATON) at HMSSC, Sangley Point, Cavite City.

Currently, there are also tow(2) officers taking – up Master in Ship Management at PMMA Graduate School, two (2) officers taking up Public  Safety Officers Senior Executive Course at NPC, Fort Bonifacio, and tow (2) Enlisted Personnel taking up Public Safety Investigation  and Detection Course at General Headquarters (GHQ).

As future leaders, PCG officers as well as senior enlisted personnel need to have the full capabilities particularly with planning and decision-making Leadership capabilities as well as management skills need to be given emphasis as preparation for bigger responsibility.

FOREIGN TRAINING. With the goal of being the best among others and being globally competitive, it is essential that the specialized skills and trainings attained by individuals are shared and applied to the organization.

In today’s complex environment and much competition from various counterparts abroad, PCH personnel must possess efficiency in the different aspects of learning in order to be equally competitive with other students. Fluency in the international language is beneficial and can be considered an advantage particularly in better comprehension and communication.

The Office CG-12 for Education and Training is tasked to recommend and select able and efficient candidates and PCG’s proponents to the various training abroad through the Education and Training Board (ETB) that assesses requirements, eligibility and determines the personnel’s training needs.

The personnel’s capability to adjust to a foreign culture, as well as, foreign language capability reaches beyond the roles of linguistics, intelligence, analysts. Theses delivery strategies as well as the inherent professionalism, conduct, leadership skills, effective performance and competencies are key contributors in achieving quality output and identifying the future developments.

By providing continuous personnel improvement through the various PCG leadership development programs, the Command is able to enhance the professional management quality of its personnel.

For the first flower we are featuring, Black Eyed Susan is covered with brilliant yellow flowers with jet-black centers for up to three months in summer and fall, often right up to the first hard frost. Grows two-to-five feet tall. This plant is a favorite of many home gardeners. The species is a short-lived perennial, often living only two or three years. It produces copious amounts of seed and quickly re-seeds itself. It is also the State Flower of Maryland. For our second featured flower, the deep bluish purple flowers of Bottle Gentian never fully open, giving them their characteristic bottle-like appearance. Its shape prevents all but the largest insects from entering. Bumblebees force themselves inside by pushing the petals apart. One of the last plants to bloom in fall, it grows one-to-two feet tall. Bureau of Immigration (BI) officers at the Ninoy Aquino International Airport (NAIA) recently barred from leaving the country seven undocumented overseas Filipino workers (OFWs) who attempted to depart in the guise of being tourists. BI Port Operations Acting Chief, Grifton Medina said the passengers were deferred to depart after being intercepted on separate occasions last week at NAIA Terminal 2 and 3.

“They were not allowed to leave after they admitted under questioning that they are not tourists but are actually going abroad to work,” He said. He reiterated his warning to those who intend to work overseas not to evade the travel requirements for OFWs by pretending to be tourists as “there is very little chance you will not be caught by our vigilant immigration officers at the airports.” Reports submitted by the Travel Control and Enforcememt Unit (TCEU) Head, Ma. Timotea C. Barizo to BI Commissioner Jaime Morente disclosed that two of the passengers were intercepted at NAIA 2 last Sept. 14 as they were about to depart for Hongkong. They were barred to depart after they were noticed traveling with a woman who is in the bureau’s alert list of suspected human traffickers facilitating the deployment of undocumented workers abroad. On Sept. 15, four Malta-bound “tourist workers” were apprehended at the NAIA 2 departure area after they presented questionable documents regarding the purpose of their travel. They initially claimed they were attending a symposium but later admitted during interview that they were hired to work as maids in Malta. They further alleged that each of them gave P500,000 to their handler in return for processing their travel documents and visas. Barizo also reported the interception last Sept. 17 of a Filipina bound for Istanbul, Turkey who was caught in possession of a fraudulent overseas employment certificate. All seven passengers were turned over to the NAIA Task Force Against Trafficking in Person (NAIATFAT) for further investigation.

THE PHILIPPINE COAST GUARD ACADEMY

When the Philippine Coast Guard separated from the Philippine Navy in 1998, its initial Corps of Officers is composed of men and women with multifarious backgrounds and areas of expertise. In order to cope with the personnel and material growth of the organization, the PCG started its own Officer procurement and Enlisted Personnel recruitment in 2000. The Coast Guard Education and Training Command served the purpose of providing the basic training and education needs of the new Officers and Enlisted Personnel. They were also cross-trained with other maritime training institutions to further enhance their knowledge and skills, thus allowing them to cope with the ever-developing standardization requirements of the maritime industry.

Yet, the continous growth of local and international shipping – the PCG’s main clientele demands that the organization further grow and expand in terms of men and materiel. Thus,.in its amended 15-Year Development Program, the PCG intends to reach a troop ceiling of 25,000 Officers and Enlisted Personnel by year 2020.

Giving emphasis to the critical role of Officers in steering the helm of leadership of the organization as envisioned by SECRETARY LEANDRO R MENDOZA, the Secretary of the Department of Transportation and Communications recently gave the impetus for the creation of a Philippine Coast Guard Academy and for such to be established within 5 years after its conception. The Philippine Coast Guard Academy is envisioned to become the source of Coast Guard Officers who will then help steer the organization to the next generation and beyond.

Having been granted the imprimatur, ADMIRAL WILFREDO D TAMAYO PCG Commandant, PCG sought the assistance of RADM FIDEL E DINOSO, President of the Philippine Merchant Marine Academy which is the country’s premier maritime training institution. With the proposed Memorandum of Understanding between PCG and PMMA, the latter agreed to accommodate 70 PCG Cadets annually for the next 2 years to join their Baccalaureate programs in Marine Transportation and Marine Engineering. This arrangement was reached considering necessary infrastructure, facility, faculty and support systems for the envisioned PCG Academy are being set up and organized. With this arrangement, the PCG shall pay the PMMA the full scholarship fee for each PCG Cadet trained by the PMMA.

Meanwhile, PCG Cadets who will be joining the PMMA Cadetship program shall benefit from the IMO-standard training facilities of the PMMA. The PCG is thus, assured of professional competence upon their completion of their courses and upon their eventual entry into the PCG service.

This was according to Bureau of Immigration port operations division chief Grifton Medina. This was in relation to Ninoy Aquino International Airport (NAIA) have intercepted 16 undocumented overseas Filipino workers who attempted to leave the country by disguising themselves as tourists. The full story is below .

PASAY, Philippines--Bureau of Immigration (BI) officers at the Ninoy Aquino International Airport (NAIA) have intercepted 16 undocumented overseas Filipino workers who attempted to leave the country by disguising themselves as tourists. In a report to Immigration Commissioner Jaime Morente, BI port operations division chief Grifton Medina said the passengers were intercepted in two batches at the NAIA 3 terminal last Aug. 7 as they were about to board their Cebu Pacific Airways flights to Taiwan and Hongkong. One batch consisted 12 of the passengers who were bound for Taipei while the other group of four passengers were bound for Hongkong. “They all confessed during questioning that they are not tourists and that they were hired to work abroad by illegal recruiters,” Medina said. Information obtained from BI-NAIA 3 travel control and enforcement unit (TCEU) chief Anthony Lopez revealed that the 12 Taipei-bound and mostly women passengers admitted that their final destination is the United Arab Emirates where they were recruited to work by a travel agency based in Manila. On the other hand, the four Hongkong-bound women confessed that they were going to Hongkong to process their visas to China where they were allegedly promised jobs by a FilipinoChinese businessman. All 16 passengers were turned over to the Inter-Agency Council Against Trafficking (IACAT) for investigation "These syndicates just won't stop," said Morente. "Many still attempt to leave in the guise of being tourists, some in fake group tours. We wish to warn our kababayan about this modus, do not fall for the sweet-talk of these illegal recruiters. They only want to profit at your expense," he warned.

The Bureau of Immigration (BI) deported a Korean fugitive wanted by authorities in his country for operating an illegal gambling website.

According to his report to Bureau of Immigration Commissioner Jaime Morente, Bureau of Immigration Port Operations Chief Grifton Medina identified the fugitive as 35-year-old Jung Hyeongwook, who left the country last Sept. 3 aboard a Philippine Airlines flight to Pusan. He further said Jung was deported a few days after he surrendered to the Korean embassy in Manila which earlier cancelled his passport. The passenger was reportedly issued a temporary travel document by the embassy to facilitate his departure and was later arrested upon his arrival in Korea. “I’ve recommended to Commissioner Morente that he (Jung) be placed in our blacklist to prevent him from re-entering the country,” according to him. It was learned that Jung, who is wanted for prosecution for violating his country’s national sports promotion act, was subject of a red notice issued by the Interpol last July 16. Citing information obtained from the Korean police, the Bureau of Immigration-Interpol said that between October 2015 and March 2016, Jung operated an illegal gambling website called “pony–ber1.com” which provided sports betting facility to members. Jung and his cohorts allegedly collected betting money from the members and pocketed nearly US$ 6 Million from the online gambling racket. He may be sentenced up to a maximum jail term of seven years if convicted.
